During the summer of 1996, the National Association of Artists' Organizations (NAAO) conducted a series of "regional think-tank sessions" with NAAO members and their constituencies in twelve cities across the country. A concern heard throughout "A Dozen Dialogues" was the need to develop, nurture, and support artists and arts professionals who are new to the field. As an initial response, NAAO brought together ten young people under the age of thirty who were identified by NAAO members as emerging leaders.

The Vancouver Foundation, the largest community foundation in Canada, was founded in 1943. Its assets totaled approximately $515 million at the end of 1997. The Foundation supports the activities of charitable organizations throughout British Columbia (BC). Advisory committees assist with decision-making in six of the Foundation's grantmaking areas. Committee members serve for three years and have the responsibility of reviewing grantmaking goals annually.

Background
The cultural sector does not exist in a vacuum. It is being challenged by major demographic, economic, technological, and social factors outside its immediate control. While the commercial arts and individual artists are also struggling to adapt to these changes, for a variety of reasons the nonprofit arts sector has been particularly slow to respond effectively.

In October 2005, the Canada Council for the Arts published preliminary findings in a study, "Comparisons of Arts Funding in Selected Countries." This research on the part of the Council is intended to "support the case that additional arts funding is needed in Canada in order for Canadian arts organizations and artists to thrive and to function on the same level as their peers in other countries." Its findings are available on the Canada Council's web site.
